currently merging utxos is not easily done and not everybody wants to perform delegation for this (#847), therefore creating a simple function called MergeUtxos should be doable.

It should then (through potentially multiple transfer) merge utxos so a small amount remain (less than 10).

I don't believe it would require any parameters since we should have all the information available.
