add grafana dashboards for canton grpc rate limits, tps caps and circuit breakers

- grpc metrics include rate limits, max accepted, currently running and rejections (we might wanna change the rejection type from gauge to meter in canton to easily run rates on it). this should be added to the grpc dashboard on a new row
- new dashboard for sequencer tps caps
- new dashboard for sequencer circuit breakers
