Dev images and binaries - Stop publishing to jfrog from fabric-test repository

Once dev images and binaries are published to dockerhub and github releases in hyperledger/fabric#3978,
and once downstream CI jobs switch from using jfrog,
stop publishing images and binaries to jfrog.
