Add RAFT/IBFT/QBFT consensus support to Quorum private network blockchains

Current support for Quorum only includes Clique consensus support. There are viable use cases of spinning up development environments on the other consensus mechanisms, for example, testing the consensus specific API calls etc.

The remaining work for the other consensus layers as follows:

1. RAFT - Command line tweaks, might require to switch from bootnodes discovery to static nodes
2. IBFT - Genesis file tweaks
3. QBFT - Genesis file tweaks
