Rethink the "loading" state

First, the "loading viewer" should be removed since it causes the whole page to re-render

Instead, might do the same with just a flag on the element itself or a decorator to create an overlay. Might also give up in the loading flag altogether

For individual components this might still be useful, for example to render a skeleton UI on first init of async components.
