Governance Model for the Palimpsest‑MPL License

Overview

The Palimpsest‑MPL License (PMPL) is maintained by the Palimpsest Stewardship Council, a multi‑disciplinary body responsible for:

  • maintaining the license text

  • issuing interpretive guidance

  • stewarding future versions

  • resolving disputes

  • ensuring alignment with ethical, cultural, and provenance principles

Council Composition

The Council consists of:

  • 3 Creator Representatives

  • 2 Legal Experts

  • 1 Technologist

  • 1 Cultural Heritage Advocate

Members serve staggered 2‑year terms.

Responsibilities

License Maintenance

The Council reviews proposals, drafts revisions, and publishes new versions.

Interpretive Guidance

The Council may issue non‑binding clarifications to resolve ambiguity.

Dispute Mediation

The Council provides first‑instance mediation for disputes involving:

  • ethical use

  • emotional lineage

  • provenance obligations

Versioning

The Council manages the PMPL version lineage (see VERSIONING.adoc).

Decision‑Making Process

  • Simple majority for routine decisions

  • 2/3 supermajority for:

    • changes to license text

    • changes to governance structure

    • publication of new major versions

Public Participation

Anyone may:

  • submit issues

  • propose improvements

  • request clarifications

  • participate in discussions

Formal changes require Council approval.

Transparency

The Council publishes:

  • meeting summaries

  • versioning decisions

  • interpretive guidance

  • annual governance reports

Amendments to Governance

Changes to this governance document require a 2/3 supermajority vote.
