Field Use Case - Sub-metered Community Micro-grid with storage

Currently, APIS supports behind the meter energy trading based on the SoC (State of Charge) of batteries.

In Urban areas, apartment buildings can pool together resources and take advantage of tariff differences by adding local community sub-metering and using the savings to invest in local battery storage and solar PV generation to manage energy resiliency in the community around main grid disruptions.

This issue is high-level epic to capture user stories that will allow APIS to support it as we found a Uganda company interested in leveraging open source.
