Forgot to add the error

Im trying to modify framework-res to adjust status bar padding, i am trying to port HelloUI from moto to Galaxy S9+

as seen from here the battery indicator and time is at the corner when it should be spaced a little

After using 3.0-dev this is what I got

Thanks. I'll have to pull apk and dump qualifiers with aapt2 to see whats going on. Seeing en-rXA lets me know this is going to be something with BCP47 language stuff.

There's proprietary stuff going on there. There're custom config flags used (obvious from color-motdesk dir) so they are using custom aapt.

Even aapt2 can't tell the difference between the repeated entries, example:

So it doesnt seem like I could modify framework-res? if so I will discontinue my port, I have tried to do almost everything related to overlays and nothing have worked so far to fix the status bar padding

You'll have to ignore the dropped resources warnings. You won't have any use for them without a whole aapt2 fork made for Motorola.
