Add an action that can run other actions

Example use case:

[runaction] chance:{25=[console] ss give %player_name% IG 1,default=[message] <red>You didn't win anything, try again!}

Problem: Users can not use tags inside the actions, since they need to be evaluated first in order for the arguments of the runaction action to be parsed into an action (in this example, either console or message)
