Forbid Holes and Other Settings #45

Is it possible to add Forbid Holes, Maximum Simultaneous Tile Loads and Loading Descendant Limit to the UserEngine.ini. Ive looked in the ITwinForUnreal\Source\ITwinRuntime\Public\ITwinIModelSettings.h but its not here.

Hi Tim,
It is a matter of 20 lines of code so yeah I guess I can do that without further discussion. If more are needed or the Cesium community finds this useful, I will consider moving the capability directly into the Cesium codebase.
