In-game cutscenes for Normal Sunshine are dark and lower quality than GameCube and 3D All Stars

I have been watching gameplay on Youtube, and noticed that Normal Sunshine cutscenes are dark and lower quality than Gamecube and 3D All Stars, is this intentional for story purposes, or is this an overlooked bug
