The page https://cloud.ibm.com/docs/cloud-object-storage?topic=cloud-object-storage-getting-started-with-iam describes basic roles in a table and lists example operations for each role. Below that, there is a table which lists all of the action ids available. It is left to the reader to determine based on the role description which actions each role can take.
Describe the solution you'd like
An additional column to the table which lists the roles which can perform each action would make it much easier to understand
Describe alternatives you've considered
An alternative would be attempting to build out this information myself, perhaps through trial and error. I've asked questions of COS SMEs about which APIs certain roles can call, and gotten incorrect answers, which tells me this is not something the average user will intuitively understand.
