Tutorial needs updating to take into account the current versions of Red Hat OpenShift

This tutorial now needs updating to take into account that Red Hat Openshift is now at version 4.X (i.e. 4.6). Also that Red Hat OpenShift on IBM Cloud is now a native service, and does not need to be provisioned within classic infrastrucure.

Cannot see why this needs closing, agreed this is not a bug, more a recommendation. Although you could say the doc's are out of date.
Also looks like I cannot re-open. And if I create another issue, whats to say it will not get closed the same as this one.

I know its hard to keep up with the levels of software like Kubernetes & OpenShift, i.e. 4.6 mentioned above is now 4.12->14
But the 3 part has been gone for a while.
