Change Managment description misleading

It states "IBM provides private network access to OS-based update repositories". This is misleading as we do not provide direct access to images on the repositories. We provide the client with the ability to do the upgrades via our portal or API. Suggest this is restated.

Also... the docs do not detail how to the client can update their VSIs for OS patches, version updates, or security updates.
