Switch open-source compilation functionality to OpenModelica

This issue is to expand Boptest capability of compiling test cases by removing the deprecated JModelica toolchain and switch to OpenModelica. A new Dockerfile and an updated makefile will be made available to users to compile test cases within Docker containers that use the worker environment to ensure the FMUs are compiled in the same environment where they run.

Requires use of Ubuntu 24.04 (#802) in order to use latest versions of OpenModelica, which have improved model and FMU compilation capabilities.
