ci(release): parallelize mac builds and add electron/cargo caches

Replace the serial build-mac-x64 job with a native Intel (macos-15-intel) matrix entry so both mac architectures build in parallel, and merge the per-arch latest-mac.yml manifests in a dedicated job. Add actions/cache for electron/electron-builder downloads and the Cargo registry to cut repeat build times.
