scrollbar not working for rtl language and rtl direction

When I use this table for RTL language, the scrollbar does not work, and I can not scroll the table with scrollbar

Steps to reproduce the behavior:

1. Set the page to the RTL direction
2. Click on the scrollbar
3. Now, to see the scrollbar freeze and not move
4. And this is an error
