Fix the publishing to the NuGet

@Justin-FrenchIndustries - The build cannot publish to NuGet as it depends on publishing with an API key for NuGet which is defined as a secret org-wide. See the build:

I needed to fix the publishing of Messaging lib which was missing from the build.

Could you please add the NuGet API key as a Secret to each individual repository? If not let me know and I will generate keys and add them to ICGAM org on NuGet
