the commit 7a04ba6 removed the libpfm3 library, but left behind code that won't work without it
this includes the file papi_libpfm3_events.c
as well as the components/perfmon2 and components/perfmon_ia64 directories.
in addition there is a lot in the configure files that can be removed too
