Motivation

The tester options that can be supported with capabilities are deprecated and should be removed.

Design

Replace the tester options that can be used with capabilities with a parameter that will error on use, telling the user to use capabilities instead.

Impact

Will likely break applications but will reduce code maintenance in the test harness.
