Split up metrics into different collectors

All metrics are currently collected by default. Ideally, we should split these metrics into different collectors, and let users disable the ones they don't need.

For a start, we can have just two boolean flags `collector.dish` and `collector.router` which when disabled, turns off the related metrics.
