What do folks think about an RFC that covers best current practice for API versioning?

E.g.,

• basic concepts
• versioning in URIs
• versioning whole APIs vs portions
• versioning headers
• versioning formats

My take on web API versioning is that you in general should avoid it and instead adopt an API Change Strategy.
