Stop updates after the C/igraph 1.0 release #1

Let us stop updates to this dummy package after the C/igraph 1.0 release (i.e the corresponding py-igraph release).
The last remaining significant package that depended on python-igraph instead of igraph was cdlib. It has now made the transition as well. Any package that hasn't made the transition is either not receiving updates (meaning it's better not to expose it to new igraph versions), or has very little usage. I use pypistats.org in conjunction with wheelodex.org to surveys dependent packages.
