frontend_pipeline option WebPack Resources don't exist

What happened? When building your environment via cookiecutter if you choose webpack for your frontend_pipeline when you view your site http://localhost:8000 resources don't exist in EX: /static/webpack_bundles/css/project.892817d6eb5e422456e7.css

What should've happened instead? I'm using the docker option. I'm thinking a build option needs to occur in the compose/local/node/Dockerfile
