Default admin password in log - but no admin panel to use it

Hi, does this no longer ship with an admin panel? I see a post from around 8 months ago but it was vague at best, saying to stick to 2, which has critical vulnerabilities flagged in npm.

I don't see one any more in 4.x

Had the same issue in 2.x so I'm wondering if it's a config problem. But I can't find any documentation. I just get 'cannot get /admin'

Can someone enlighten me please?
