Github action workflow

Jotting down how and when the github action fires and keeps up to date.

Changelog should run when

1. On general pushes to main
2. On pull request merge into main
3. On canary release
4. On stable release

Npm publishes

• Pushes to main branch should always publish to npm under a tag dev
• All releases to main branch should publish to npm under latest tag
• All releases to next branch should publish to npm under next tag

Latest Release workflow

1. When a new release is triggered, it should generate changelog and add it to release notes
2. Run changelog post release and generate docusaurus.
