[Feature] Enable comments & likes also for non system users

I have searched the existing feature requests to make sure this is not a duplicate request.

The feature

I, as a user, want to have the option to enable anonymous (or named with a name field) comments and like functions for external users which I share the album via link. Currently it is only possible via system users, as described in the docs: https://immich.app/docs/features/shared-albums/#shared-album-features

This would make communication with an external user (e.g. friend, model, client) much more easier.

I would like to add that this would be extremely useful for classrooms, closed groups with links , and many other use cases.
Allowing comments also opens to spam, if the link is shared with wrong people, so take into account also this.

Easily solvable with the ability to allow approvals.
