[Feature] Add "Include images within [distance]" in location part of search

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

As a user I would like to add a distance the geographical part of a search.

Reason: currently my photos have been tagged with a PART-OF-CITY location, that is, a more specific location than just the CITY it is in. That's ok, I appreciate the detailed geo tagging. However, when I search for CITY name, it doesn't include the several PART-OF-CITY locations Immich has found.

I can understand it would be a can of worms to open up to native support of PART-OF-CITY, CITY, REGION, COUNTRY relationships, so I'm thinking it could be solved to a satisfying level if one could search based on city and just include everthing within a certain distance.

Example of the issue: If I search for images in Surabaya only one photo will show up. But there are in fact many other photos taken in the city. Search for Surabaya + 50 km would help at lot.
