[Feature] Avoid new periodic scanning on External Libraries while the current scanning is not done yet

Is there a way to tell Immich not to start a new periodic scanning of external libraries when there is already another scan in progress?

I have a huge external library and scanning of it might takes days (if not weeks) on my limited hardware. I've noticed that Immich tries to run the periodic scanning, while there were already tons to do from the already in-progress scanning, which increases the background jobs tremendously.

I know that I can completely turn the period scanning OFF in the settings. But I'm looking for a solution so that Immich does a smart period scanning only if another scanning is not already in progress.

I believe that this will not solve the problem. Maybe I was not clear enough in my initial post. The scanning job queue is completed within short period of time but the result is that other job type queues (thumbnail extraction, facial recognition, etc, etc) have thousands of jobs to process although scanning job queue is empty.
Actually what I want to have is to auto-pause any further scanning if any of the job queues have something to process (or at least if the job counts are more than X).
