[Feature] Set Timezone

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

It was great when it was Possible to set a default Timezone.

So when I correct Dates or time that i don't every time must set the correct Timezone.

You can set a timezone with the TZ env var in the .env file.

Yes, you can set the TZ, but it does nothing really useful: if you upload (via Web or via App) an image without "date taken" attribute, Immich take the correct download date/time, but then save it with UTC TZ.
For example I've set "TZ=Europe/Rome". If I receive an image via whatsapp at 11.00 CET (now UTC+2), on Immich web page I see it as if it's taken at 09.00 UTC. But I'm expecting to see 11.00 UTC+2 (Europe/Rome).
There's a way to force that?
