[Feature] Add missing geolocation data as part of Utilities

The feature

I quite enjoy Immich as not only a mean to visualize and explore my memories, but also as a tool to manage them (e.g. to deduplicate, tag, and so on and so forth). As part of that, I generally like the idea of a dedicated Utilities area, which right now is limited to Duplicates management.
It'd be nice to combine that with another Utility: add missing geolocation data. It'd show pictures/videos with missing geolocation data which haven't already been confirmed as "ok to be without". This way, user will be pushed to enrich the library progressively and that progress would be directly measurable.
