[Feature] Push notifications

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

1. Just like other photo sharing apps
2. Another channel next to email
3. Sends native notifications to Immich iOS/Android apps for key events (like new photos in shared album)
4. (Optionally) configurable with Pushover, NTFY or similar.

I'd also love to be able to add more notification types, something like those you mentioned or Apprise, where the user can use their preferred communication channel. It would also be nice to see more notification options - especially those aimed at administrators, e.g quotas approaching limits, server update available.
