[Feature] Add Peopl/Faces manually

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

When looking at a photo, not only allow to "tag" people that are already recognized but also allow to add "new people" by selecting their face and adding a name.
