[Feature] Remove requirement to create an initial admin account

The feature

This feature depends on #18846.

When logging in through OIDC, having to configure an initial admin user is quite annoying, as it defeats the purpose of SSO and requires having to save one more credential.

You can link OIDC to the admin account after creating it manually (or if you use the same email it happens automatically).

I know, but that is not the problem. The account then still has a normal password set and you still had to do the initial signup manually.
