[Feature] Allow disabling / empty perms for API keys

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

Now that we have role-specific API keys, it would be helpful to be able to disable or remove all permissions from a key. This could be used to temporarily disable a key without having to regenerate the secret later.
