[Feature] Option to set a default time zone

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

Some of my photos have no time zone information. Example - exiftool says this for a photo

Date/Time Original              : 2008:10:10 15:24:20
Create Date                     : 2008:10:10 15:24:20

But many of my videos do. Example -

Date/Time Original              : 2008:10:10 16:00:00+05:30
Create Date                     : 2008:10:10 16:00:00+05:30

This causes the videos and photos to be placed out of order.

I think this can be easily solved if an option is given to select a default time zone. Like if there is no time zone specified, assume a specific time zone (in my case +5:30)?

I have already enabled the "Default locale - Format dates and numbers based on your browser locale".
Time zone is also set in the env file:

TZ=Asia/Kolkata

None of this does what I want it to do.

The TZ env sets the "default timezone". If you think Immich is misinterpreting the date/time of your assets please start by posting in #12650.
