[Feature] Ability to disable Immich from encoding motion photos

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

I have about 50k photos where motion was enabled when I took the photo, when in reality, I dont care about the video portion of it. To fix these in my phone would take forever. Since Immich takes the Jpg (Android) and strips out the video to add to the encodedvideo folder, it would be great if we could disable this from happening. Either in general or for specific photos. This would ultimately save on storage space. Thanks
