I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.
The feature
When you hover over a video thumbnail, it plays a preview of the video which I find intuitive.
When hovering over a motion photo however, it doesn't. You need to instead hover over the tiny icon in the top right which is kinda hard to "hit".
I find this unintuitive because there isn't a reason to hover over static pictures. You either don't hover or you click on them in order to see a larger version. Therefore, the only intuitive thing to happen when hovering over a motion photo is to make it move.
It's also quite awful to browse motion photos like this because hitting the tiny icon with your cursor takes relatively high effort compared to just hovering over the thumbnail as is the case with videos.
You could make the icon larger but that would also take up more space in the thumbnail and only help a little.
Should this prove controversial, this could be a setting. I think what I describe would be the least surprising behaviour for a motion photo though rather than having it inconsistent with the other kind of motion picture.
