Storage Optimization/Archiving

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

The idea is to help with storage limitations on mobile devices configured per device.

Point 1. New photo is taken, a full size/quality copy is backed up to the server.
Point 2. The local copy on the device is resized to consistent dimensions to save on storage space for devices without expandable storage. The full size/quality version could be kept on the device for a configurable amount of time.
Point 3. When viewing images on the device with access to the server available, the full quality image is transferred (user is asked?), perhaps for a configurable amount of time, making it available to other apps at full size. Otherwise the image "thumbnail" is still viewable when server access is not available.

I guess points 2 and 3 are effectively "Archiving" older images (and videos) on a configurable schedule.
