[Feature] Retry All when Uploading (Web Interface)

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

I would like to have a "Retry All" button in the upload window in the web interface when uploading on PC.

This button will automatically retry all entries in the queue that were marked as failed.

There is already a dismiss all errors button, so this would compliment that.

Why is this useful?
When uploading large number of photos, if many fail, with the current implementation, you must tap retry on every individual failed files.
