[Feature] Add "Exclude" option to search filters

The feature

Problem
Currently, search filters in Immich only allow selecting items that match the chosen filter. There’s no way to exclude results, which makes it difficult to narrow down searches when you want to see everything except certain photos.

Proposed Solution
Add an “IS NOT” (or “Exclude”) option to filters. Instead of returning only matching photos, it would return all photos that don’t match.

Example use cases

• Show all photos not in a specific album.
• Search for people, but exclude a particular individual.
• View photos from places except one location.

This would make search more flexible and help users filter their libraries more effectively

I want to use the ML search to find all pictures of food not in my Food album, and add them!

I had to tinker with DB to achive this, I wanted all tiktoks to be in 'tiktoks' album, some queries based on resolution, name, lack of exif etc and I think none are left
