[Feature] People/Albums : Mark albums to not add new people

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

Sometimes, I take pictures of people I don't know (group photos), and that suffices to add a person to the list of people.

I propose to add a toggle to the albums to make it so that any image in the album doesn't count towards the amount of photos required to add a new person to the list.

That still allows registered people to be tagged in taken images, but blocks any new people from appearing, unless later added.

The current solution I found is to manually delete the detected faces, one by one, from each photo, and that means that in the event I add someone from the photos later, they won't have the early photos in the list.

Yes, I know people can be hidden from the list, that is still a manual process.
