[Feature] Add an option to defer background processing until after uploads are complete

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

When uploading a large batch of photos to Immich on a system with a slower CPU, the background processing tasks immediately overload the CPU to the point where the upload fails

This has been a significant issue on my server (Ryzen 1200 / 8GB RAM, which meets the minimum requirements)
My friends attempting to upload to shared albums frequently experience failures, forcing me to manually go to jobs panel and disable all background jobs after they have already started, which is not a practical solution.

A global setting like Defer background processing on upload that administrators can enable would make Immich much more usable on less powerful systems that are still within minimal requirements
