Thumbnails are not being generated

Version: 2.6.2
Machine: UGreen DH-2300 NAS (running in Docker container)

Issue: I uploaded 1.1TB of media with Immich Go from Google Takeouts and there are no thumbnail generation jobs.
I previously had the same images uploaded but a lot of corruptions so I decided to start fresh by deleting everything from the Immich web app interface and reupload everything again. Well, everything uploaded but the jobs are not moving even after restarting the container and updating the container to the latest version. I don't think any of my jobs are making progress either, I have 300k+ meta data extraction jobs in queue that aren't moving.

Reproduction steps

1. Delete all content from the web ui
2. Reupload the same content
3. Observe that no thumbnail jobs are running

Has the upload finished yet? IIRC, immich-go will pause all job to make upload faster before unpause them to get things moving

Update: I cleared and restarted all jobs and restarted the NAS instead of only the container. Jobs are now moving along.

I will note that restarting and updating the container alone did not work for some reason and it took some time for my jobs settings to reflect on the jobs page, but that can be another issue.
