[beta] upload does not begin after app startup on android

I have searched the existing issues, both open and closed, to make sure this is not a duplicate report.

The bug

After some app startups, the upload process does not being, despite new photos.
The photos are shown in the timeline, hashed and queued for upload, but the upload itself never starts.
The app looks like it is connected to the server im settings - network, but the version numbers don't appear. I guess this is what #20713 fixes, but I can't determine whether this issue is also fixed by that fix.

There is no error in the logs and restarting the app immediately starts and completes the upload, so I am not sure what is missing in the process.
This is all happening in my home wifi where the server is.

Sure, I'm aware of that issue / missing feature.
This issue is because the upload doesn't start after opening the app, despite the queue being populated and the app seemingly connected to the server.

Disabling backup and enabling it immediately again fixes the issue. But you have to repeat it everytime to start the upload.

Yes same issue here as well..but even when disabling and enabling the backup toggle..it do start uploading and reminder now shows 0 pending.but when I go back to gallary again nothing is actually uploaded...and going back to back-up folder again shows that photos as remainint

@alextran1502 unfortunately 1.138 does not fix this issue for me.

Steps to reproduce:

1. Updated app yesterday night, completed all syncs
2. Took a photo this morning
3. Open app again after it being inactive all night
4. Photo gets queued, but does not upload

Moving away and back to the app starts the upload, but keeping it open does not.

Sorry, I thought that was in yesterday's release. Then all is fine. Thanks so much for your work on all the recent fixes!

@alextran1502 I'm not sure if I should open a new ticket or reuse this one but....I'm updated to 1.138.1 on both server and client and this issue persists for me. Toggling the backups off and on again will kick the sync.

@alextran1502 of course, I go to reproduce it and it works fine. I think I missed that background queueing of new photos is not functional in beta yet. That remains unchanged in this release, right?
