femanager 8.3.2 and 13.1.0
related to #665 and #666
When 'new./email./createUserConfirmation./confirmAdminConfirmation' is enabled, the admin form confirmAdminConfirmationRefused no longer works after the email status/action adminConfirmationRefused. After form submit, the success/status message is missing, the user is not deleted and the createUserNotifyRefused email is not sent. There are no log entries.
