Fix "install" phase for Ignition 8.3 #8

Issue
The install phase on Ignition 8.3 does not seem to work as intended. The console output shows:
[INFO] Deploying to http://localhost:8088/main/system/DeveloperModuleLoadingServlet
But then it fails silently to deploy the module, leaving no feedback in the console or in the Ignition gateway logs. The lack of an automated way to deploy modules during development leads to poor developer experience.
On the ignition-module-tools repository, I saw an issue that says that the developer module loading servlet was removed. If that is true, I'm not sure what the solution to this issue is or if there is different intended workflow now.
