notary_api publicity #254

Hi,
I'm forking xcommon from https://github.com/rust-mobile/xbuild in an attempt to resolve more CVE's.
However, xcommon has a dependency on a previous edition of apple-codesign, which at that time marked the notary_api module public. In the latest apple-codesign, this module is private. Causing xbuild compilation errors during unit tests.
Curious if there is an easy migration path to consume the same functionality from public API members. Or even the possibility of republicizing this module, if that makes sense to you.
What do you recommend?
