do I ever need to run an npm command?

I "inherited" a Laravel 9 application running in Laravel Sail and using Inertia, do I ever need to run an npm command to build or run the UI? I'm not 100% clear on how the stack works exactly, and one of my new Vue components is not being found though I can see it in the file system.
