Where can I find the original wrapper of Inertia form helper?

The Inertia form helper:

import { useForm } from '@inertiajs/vue3'

I was watching this Jeffrey Way lesson: https://laracasts.com/series/learn-inertia-with-jeffrey/episodes/7
And on 01:48 he said this helper is a wrapper for another helper made by Taylor (Laravel creator), but I couldn't find it anywhere.

Does anyone know how can I get it to use with vanilla javascript?
